Sir,

At about 17.15 hours on the 22nd January,

1940, I was instructed by the Inspector on Duty, Tsim Sha Tsui to look after the steam launch KWAI HING towing two junks Nos. 2233V and 2312V suspected to have stolen goods on board one of the vessels. I accompanied a Chinese detective and a Chinese male, owner of the stolen goods. At approximately 17.45 hours I found these vessels near the Yaumati Breakwater proceeding towards the Southern Entrance of the Yaumati Typhoon Shelter. Boarding the two junks with detective and complainant stolen goods were pointed out to me by complainant, and two Chinese males were also pointed out to me as being suspected to be the owners of the stolen cargo. On making enquiries I found that the two persons pointed out to me were in charge of the cargo suspected to have been stolen. The cargo consisted of 15 baskets of dried ducks. I arrested the two Chinese males pointed out to me and also the masters of the two junks, and brought the stolen cargo also to the Water Police Station and handed same

to the Inspector on Duty, Tsim Sha Tsui.
